A native of Hershey, PA, Eifert has lived on Whiting's Neck for 26 years. He is an Air Force veteran and has BS degree in Aquatic Biology/Chemistry and a MS degree in Hydrology, both from the University of Wyoming.

A graduate of Yale College and the Harvard Business School, Brown spent his career in international financial institutions, including 35 years with the World Bank where he worked in finance and as a manager in Africa and the countries of the former Soviet Union. Retiring from the Bank in 2008, he spent a year in Geneva as Director of Country Programs for the Global Fund against HIV-AIDS, Tuberculosis and Malaria.

Brown is currently president of an international consulting firm, Social Risk Management, and of a local real estate investment company in West Virginia. He is currently half way through writing a book with Roger Perry on the two-hundred-year history of their church, Zion Episcopal Church of Charles Town.

The Shepherdstown Rotary Club's membership currently totals 59.
