Ray McGovern, retired CIA Senior Analyst, recipient of CIA’s highest award, will speak on Countering Terror with Justice on Tuesday, March 31, at 7:15 p.m. at the Robert C. Byrd Center for Legislative Studies Auditorium, 213 N. King St., (adjacent to the Scarborough Library), Shepherd University in Shepherdstown.

The event is sponsored by the Robert C. Byrd Center for Legislative Studies and Amnesty International Upper Potomac Chapter.

He will describe why it is essential to hold officials responsible for criminal behavior – torture, kidnapping, and other illegal practices – committed under the policies of the Bush administration, organizers said.
