SHEPHERDSTOWN — On Saturday afternoon, Washington, D.C. resident Ilse Peterson walks down German Street with her two-month old Puerto Rican island dog, Cielo. Peterson adopted Cielo, while on a recent business trip in Puerto Rico. She had no issues completing the adoption process, as it was all managed by Our Big Fat Carribean Rescue, a nonprofit dually registered in the U.S. and Puerto Rico.
