SHEPHERDSTOWN — Traffic remains congested along Route 480 on Monday evening, due to an increased number of commuters having to take the route to work, following Route 340’s closure in September. The closure will take place until December, once the West Virginia Department of Highways has removed rock and installed rockfall barriers above the route, where it hugs the Shenandoah River south of Harpers Ferry.
