She has attended training sessions through the state auditor’s office, the West Virginia Library Commission and the State Secretary of State’s office in understanding budget requirements, state aid formulas and other regulations and guidelines. She has worked diligently to secure state government funding, local funding and helped with multiple fundraising activities for the library.
Milbourne has worked for the last five years as editor for the Shepherdstown Chronicle, while also serving on the boards of the Jefferson County Parks and Recreation, the Jefferson County Council on Aging and the Shepherdstown Community Club as well as the library. She is also extremely active at Fellowship Bible Church, where she is a member.
Milbourne resides in Bolivar with her husband, Tom, and three of their four children, Allen, Maggie and Samantha.
The board is pleased to have her take over this new position where she can bring her vast experience into the daily operation of the library.
