Joseph Russell “Joe” Higham, Jr., 92, of Georgetown, Texas, died on Wednesday, November 1, 2017 after a long and courageous battle with lung cancer. Family plans include a celebration of Joe’s life in Georgetown, Texas and inurnment in Elmwood Cemetery in Shepherdstown, West Virginia, at a later date.
