James T. Stovall, III

James T. Stovall, III passed away suddenly following a fall on April 27, 2023. His family and community are mourning the loss of a great, humble, and gentle man.
James was born and raised in Montgomery, Alabama. He earned his Juris Doctorate degree at the University of Alabama. He joined the Army, serving in Korea and Germany as a JAG officer. He married LouAnn Barno in August 1962 following his service in Korea. After leaving the military, he joined the law firm of Clifford & Warnke in Washington, DC, where he worked for more than 10 years. During his tenure with Clifford and Warnke, he began work with a small country in the Pacific now called the Federated States of Micronesia. He worked with them through their independence from the US and provided legal counsel for them over the next fifty years. He was instrumental in securing admission of the Federated States of Micronesia to the United Nations in 1991 and represented them at numerous United Nations bodies and international conferences, notably issues related to environment and climate change. In a resolution passed by the Congress of the Federated States of Micronesia during the Eighth Special Session, Mr. Stovall was recognized as “an extraordinary mentor and advisor to many attorneys and government officials of the FSM over the years”.
James and his wife, LouAnn, moved from the DC suburbs to Shepherdstown, West Virginia, in 1999. He quickly became an integral part of the community and enjoyed tending his property on Shepherd Grade Road. He was instrumental in creating SAIL, spent time serving on the board of Fernbank, was active in Shepherdstown Presbyterian Church, and enjoyed speaking at numerous community events.
Mr. Stovall is survived by his wife of 60 years, LouAnn Barno Stovall, his daughters, Marlan Stovall Muller and Pamela Stovall Livingston, and his grandchildren Christopher Muller, Karianna Muller, and Nicholas Muller.
