William D. Moore

William Dale Moore, 81, of Martinsburg, passed away Sunday, Oct. 8, 2023, at Hospice of the Panhandle.

Born April 4, 1942, in Martinsburg, he was the son of the late William Hamilton Moore and Beulah Sampson Moore.

William attended Hedgesville High School, Class of 1960. He graduated from Shepherd College in 1964 with his bachelor’s degree then went on to Shippensburg University where he earned a masters in education. He also took graduate classes at West Virginia University and Johns Hopkins University.

He was employed as a guidance counselor for Northern Middle School, in Hagerstown, MD.

He served three, two-year terms as the Mayor of Hedgesville as well as many other civic duties. He received many awards, including, the Distinguished West Virginian Award; Berkley County Commission-Certificate of Appreciation for service, Hedgesville Town Council-Plaque for 18 years Dedicated Civic Service, Secretary of State Award-West Virginia Ambassador of Public Service, Hedgesville Jaycees- Community Service Award, National Association of Regional Planning Councils Service Recognition Award, Berkeley County Council of Garden Clubs Award of Merit for Civic Service, and was nominated for Washington County Chamber of Commerce Award of Educational Excellence. William conducted seminars for the International Association of Pupil Personnel Workers, Supervisory Personnel of Veterans Administration Hospital, Professional Secretaries Association, and the Chief Executive Officers of the Greater Hagerstown Association.

William authored several books, Hedgesville & the Civil War, Vol. I and II, Gleanings from the Town Minutes (1893-1974), The History of the Mt. Lebanon Methodist Church in Hedgesville, WV, The History of the Allensville Brethren Church, and the Berkeley County School Systems during the Depression (Masters Thesis). He also ran the Facebook site, Historic Hedgesville and Environs.

He served as a lay speaker for the Presbyterian Church for 20 years, conducted worship services in approximately 26 different churches in WV, PA, VA, and MD. He was a Deacon, Sunday School Teacher, Elder, Pulpit Search Committee, Found, refurbished and rehung kerosene light fixtures, and researched and wrote a pamphlet regarding symbolism of the Hedgesville Presbyterian Church.

William is survived by his wife Mary Kate Eckerd; and daughter, Laura Moore.

A memorial service will be held Sunday, Oct. 15, 2023 at 3 p.m. at Tabler Presbyterian Church. Family will receive friends from 1-3 p.m. prior to the service.
