Norma Phelps

Norma Lee Caples Phelps, 85, of Shenandoah Junction, passed away Tuesday, January 23, 2024, under the care of Hospice of the Panhandle.
Born January 2, 1939 in Reistertown, MD, she was the daughter of the late Robert G. Caples and Mary Ann Osborn.
Norma lived in Harpers Ferry for 20 Years. She attended St. Peter’s Lutheran Church in Shepherdstown. She retired from the National Park Service in Harpers Ferry where she would often walk to work. After retirement she owned Rocky Retreat Farm in Shenandoah Junction, growing flowers to dry for arrangements and later made jewelry to sell at local businesses. Norma was one of the hardest working ladies who worked her entire life up to the time she moved to Harmony of Martinsburg, where she lived for several years.
She is survived by her son, Christopher P. Phelps, who still lives at home on Rocky Retreat Farm, and stepsons, Robert Phelps, and Walter Phelps.
In addition to her parents, she was preceded in death by her sister, Shirley Caples.
The family would like to thank Patricia Caples Bennett for her loving care of Norma throughout the years.
Interment will be private at Dover Cemetery, in Butler, MD, overlooking their old family farm.
In lieu of flowers memorial contributions may be made in Norma’s name to the Alzheimer’s Association at, PO Box 96011, Washington, DC 20090-6011.
