Is it possible to do an adaptive re-use of the Shepherdstown Middle School building across from Elmwood Cemetery to be the site of the proposed new library? Instead of building a new one, talk about its great location — walking distance and virtually in town. Yeah, it needs a going over, but talk about pretty small construction costs.
